At Blue Cross and Blue Shield of North Carolina (Blue Cross NC) we’re helping lead the charge in the shift to paying for value.
Traditionally, doctors and other health care providers are paid by the number of procedures they perform. So, the more procedures they perform, the more they’re paid─regardless of the outcomes of those procedures.
There’s a better way: Value-based care. And we’re working with more and more health care providers across North Carolina to make value-based care the new standard.
Better value means better care
At Blue Cross NC, we believe three key factors drive greater value: Cost, quality and customer experience. When we help drive these components in a positive direction, we help create more value for the health care system and─ultimately and most importantly─for you.
To achieve greater value, we’ve focused our efforts on:
- Paying providers for delivering higher quality, lower-cost care
- Integrating primary care and behavioral health care to help improve coordination of treatment
- Providing more and better resources to help you make better health care decisions for yourself and your family
Value-based care makes a difference for our members.
Value-based care gives doctors and hospitals incentive to deliver higher value care. As a result, our members receive more proactive, dedicated care, which can lead to fewer hospital visits and better overall health.
In addition, this proactive care can mean preventing health issues before they become costly.
And because the focus is on quality and customer experience in the value-based model, you’ll also benefit from more time with your doctor and better care coordination among doctors and specialists.
Blue PremierSM: the Blue Cross NC value-based care model
Blue Premier, our value-based care program, is already working. In its first two years, Blue Premier generated $350 million in savings.*
We work continuously to expand Blue Premier not only to ensure as many members as possible receive the best possible care, but also to make health care more accessible and affordable for all North Carolinians.

If you’re a member of a Blue Cross NC plan, you can take advantage of Blue Premier value-based care.
To find a Blue Premier doctor or facility in your area. Just follow these steps:
- Log in to Blue ConnectSM
- Fill out the Find a Doctor search page with your location and the type of doctor or facility you’re searching for
- Go to More Filters and select All Awards
- Results will show doctors in your area who participate in Blue Premier
- Then select Blue Premier
How Blue Premier works for you
In a Blue Premier agreement, both the health care provider and Blue Cross NC are accountable for the quality of health outcomes, exceptional patient experience and lower costs.
Through this “shared risk” model, Blue Premier providers share in cost savings if they meet industry-standard goals to improve patient health─and share in losses if they fall short.
So, Blue Premier providers have greater incentives to both control costs and deliver the highest quality care. As well as incentive to be more active in managing your care, which in turn can lead you to better overall health and reduced health care costs.
